What do you mean when you say "relatively early"? The Gardevoirite isn't available until you beat Groudon/Kyogre. God knows why GF made it available so late for a Hoenn mon.

You're confusing two different abilities. Tough Claws (Mega Charizard X, Mega Aerodactyl, Mega Metagross, Barbaracle) gives a 33% boost to all contact moves while Strong Jaw (Tyrantrum, Mega Sharpedo) gives a 50% boost to biting moves. Also, it's possible that Sharpedo will be able to learn...

Yes. Mega Charizard X is neither flying nor levitating, but Charizard, and Altaria are allowed so their Mega Evolutions are allowed by default.
