    Clefairy actually does have Seismic Toss. It can't be Friend Guard and carrying Seismic Toss, because it gets Seismic Toss from Gen III, but Magic Guard Clefairy is what you're mentioning here anyway so it's not actually a problem to your idea. The bigger problem is that Eviolite is banned.
