Flame Charge is too weak, and you have already Dragon Dance for the speed boosts. Maybe you could replace with Fire Punch, but I think blitz achieves more damage generally even unboosted.....

I'll definitely try this team, but just a small nitpick. Why the spatk investment on Victini? I don't see a special attack on it. I think it's better with 248 HP/252 Atk/ 8 Def, to tank a hit better , if need be. Otherwise looks solid!
