From what I have seen, with my level 55 drifblim, it has the exact same moveset and levels as it did in Black 2/ White 2, with one change.

It can relearn Phantom Force (lvl 1).

EDIT: Wait, it gets Phantom Force at level 65 as well. So it's able to both learn it via level up and relearn it (level 1).

According to the Japanese Kalos Dex guide, Drifloon gets Tailwind as an egg move from past-gen Move Tutors, but it can't be confirmed until Pokebank is released.
