There’s no doubt about duo Magnemite-Scraggy, that’s not easy to counter that, for its their decent synergy. Following the idea to using a counter also useful for the whole team, that's a Sandshrew Smogon set (playable as spinner, eg in a sand team with Drilbur SR), except for the 'introduction” of Brick Break. Brick Break allows you to attach both 'mons with good results, without care Magnemite‘s Magnet Rise. Sandshrew’s defense do the rest, even against boosted Atk. In fact:

+1 236 Atk Scraggy Drain Punch vs. 116 HP / 0 Def Eviolite Sandshrew: 9-12 (39.13 - 52.17%) -- 0.39% chance to 2HKO
236+ Atk Sandshrew Brick Break vs. 0 HP / 0 Def Eviolite Scraggy: 10-14 (47.61 - 66.66%) -- 99.61% chance to 2HKO
Now Quasar, correct me if I'm wrong, but doesn't Sandshrew lose if:
Turn 1- Sandshrew switches in, Scraggy Dragon Dances
Turn 2- Scraggy goes for Dragon Dance again before/after Sandshrew's Brick Break (depending on the presence of Sand)
Turn 3- Scraggy now outspeeds Sandshrew regardless of Sand and goes for +2 Drain Punch, surviving the second Brick Break.

Actually I think it could be a real possible scenario. I say "only possible" because I haven't calculated HP drained exactly. At this point, I don't know if an EVS Def investment can mitigate this scenario.

This is an all-out attacking Growlithe. Growlithe can take a DP from Scraggy (After DD and Intimidate too) and a Thunderbolt from Magnemite, and outspeed and take both of them out with LO boosted Close Combat.

Anyway, I'm not sure it can OHKO mag with CC in which case

I just realised LO actually does more damage than Choice Band.
Edited so Close Combat has a 75% chance to OHKO (Flare Blitz OHKOs) magnemite.

Wow, that's pretty weird, but it's actually true. This is because LO CC averages greatly in the 21 HP range, whereas CB CC's average is fairly spread out between 20 and 22 (no 21 for that matter!).

The main thing I worry about here is the scenario that Axis brought up, but the thing is that even if you Revenge on a Magnet Rise you're forced to Slack Off at least once, which opens you up to possible Special Defense drops/crits. I agree that this set does win if you predict correctly, so 1 point.
Some of your reasoning is way off (Chinchou does not outspeed Scraggy), but from my calcs you win anyways. 1 point.
Unfortunately Stealth Rock just kills you. 0 points.

The evs are wierd but that's mostly because of Barboach's wierd base stats and some key numbers has to be hit.

52 Atk evs + Adamant nature = 13 Atk so that at +1 you can ohko Ponyta with eq and Drilbur with waterfall.
116 Speed evs = 14 Spe to outspeed Ponyta at +1 after you get hit twice by EQ. (otherwise these evs would go in hp and would be able to reduce the chance of 2hko by Drilbur down to .39% instead of 12.11% after stealth rocks.)
252 def = 14 def to reduce Drilbur's Earthquake damage down to a minimum:

236 Atk Drilbur Earthquake vs. 36 HP / 252 Def Eviolite Barboach: 9-12 (40.9 - 54.54%) -- 12.11% chance to 2HKO after Stealth Rock

So this is the worst case scenario: switch in on EQ, get hit by EQ again to dragon dance and if neither of the two eqs hit for 12 Barboarch lives and can ohko both.

If he switches in on ponyta, then there is no problems. He can take the hits, (12 dmg at most for two flare blitz not in the sun, or one at 9 dmg in the sun). If the sun was put up rain dance is there to get rid of it to make sure Waterfall ohko Drilbur.

Most walls, including Hippopotas, are smashed as they cannot take a Ponyta Flare Blitz in the sun. Lickitung however, is an exception as its ability, Cloud Nine, ignores the effects of sun so it can easily take a Ponyta Flare Blitz. Drilbur can’t do any better with EQ.

krabby has boss defense so it survives eq and has a 93.75% chance of surviving wild charge after sr, without sr it's a guaranteed 2hko. shell armor prevents crits. crabhammer ohko's both.
Uhh, what if it comes in on a sunny day? Crabhammer won't OHKO and wild charge+eq will easily OHKO. -_-

Made corrections to the core. Trying to wall Ponyta and Drilbur with one Pokemon, when between them they can strike almost every wall in the game for hard damage, seems pretty ambitious. I was going for a cool thing with a more offensive Slowpoke but sadly I'll just have to use this 2-mon core.

Even though Wailmer's Surf only has a 6.25% chance of a OHKO, Ponyta's only method of offense cause recoil, so the instant it smacks the whale on the switch it's still going to fall. Water Spout is used to pressure Ponyta even during Sunny Day. Drilbur is almost a non-issue in this matchup.

In fact, the only way they can hope to survive is with Sunny Day, though it has to be used on the switch or they would still lose. If Sunny Day does go up, Wailmer's main job is to weaken Ponyta for Deerling to clean up.

Not much to say. Shellos is only 3HKO'd by Wild Charge and Earthquake. It can come in, take a hit, take another hit and then recover until it is at full health. Recover is obviously the key move of this set. Yawn is just to annoy a bit the opponent and force a switch, to be able to recover safely (or put asleep one of the opponent's mon). Scald is a solid 2HKO on both Ponyta and Drilbur. Calcs down here

This Shellos must be played very carefully. If you ko the first pokemon when you are al low health, the second one can come in, oustpeed Shellos and then ko it.
Shellos can lose only if Ponyta gets max damage twice with Wild Charge.

Corkscrew, your set does not work because Ponyta can Sunny day and keep Tirtouga out of the OHKO on Drilbur. Not to mention you have to Stone Edge Ponyta for 80% accuracy, because Flame Body has a 30% chance to burn you on Waterfall.
