Espeon does get Baton Pass. Since DW Eevee is released all you have to do is level it up enough so that it learns Baton Pass and then evolve it. EGG MOVES are illegal on all forms of DW Eeveelutions (like Wish). Which means no Assist Power on Espeon :(.

EDIt: It says DW Eevee is released in the released DW pokemon thread btw.

The DW thread does not list Eevee, and it has not been confirmed by any other sites. DW Eeveelutions were released via a promotion pre-release, and as such cannot have Baton Pass.

Yeah every list I use except for the PO tiers list says that only the Eeveelutions were released, I think it's just an error on Coyotte's part, or whoever is responsible for the list.

Dual Screens is very viable, in fact i would say its the most common set now.
