Before starting to talk about their offensive synergy, I'd like to underline the great Spe tiers they possess which allows them to force many switches. Mega-Manectric is commonly checked by common pokemon such as Scarf Lando-T, the Latis, Hippowdon, and Chansey but Weavile beats pretty much all of them. Weavile is checked by Waters (i.e. Keldeo and Azumarill) and bulky steels (i.e. Ferrothorn, Scizor and Skarmory): Mega Manectric saves your day in these cases.
This core appreciates hazard removal because both monsters love the possibility to switch in&out repeatedly. Hazards support is also useful because -as stated before- allows to net some KOs with relative ease.

Alright I chose Mega Latias as a partner for SD Weavile because it covers Weaviles offensive threats like Keldeo, MLop and Scarf Terrak pretty well and spread Twave to better Weaviles chances of sweeping. MZor, Azu and just fairies in general still pose a threat to these two, but overall they pair nicely together. Alternatively you can run CM Lati instead of Twave or Reflect Type, but I think Twave supports Weavile the best

Azumarill lures in Pokemon like Skarmory, Slowbro, Thundurus and Amoonguss, all of which can be taken advantage of by Raikou. Azumarill also helps to check Excadrill, Tyranitar, Weavile and Chansey, which can force Raikou out. Superpower is a nice move to OHKO unsuspecting Ferrothorn although Knock Off provides utility.

CM Raikou's main threats are Weavile, Tyranitar, Excadrill and MLopunny, which Breloom can deal with nicely using Mach Punch, and can handle a huge threa, DD Zard, with Rock Tomb+Mach Punch, as well as handle defensive threats like Chansey and the Water/Ground trio, Seismitoad, Gastrodon, and Quagsire.

Breloom's biggest weaknesses like Skarmory, Lando-T, and bulky Grasses are handled by Raikou very well. I think all-in-all Breloom and Raikou pair together really well and cover each other's weaknesses

A lot of different lando sets work well with Raikou, but I'm going to put dancing lando as a partner because double boosting cores are really fun. Basically, Raikou's biggest annoyance is bulkier mons that can tank bolt beam coverage like chansey, ttar, exca, etc. Lando makes a good partner to Raikou because Raikou can lure in these mons and lando uses them as setup bait very easily and can threaten to sweep the opponents team and frankly turns many of these common counters/checks into liabilities because they give lando a free chance to setup every time they come in. Also, Lando's flying typing means that your opp will think twice before clicking eq Vs Raikou and can give you the chance to play aggressively and pick up some surprise kills.

Roost is mandatory to have reliable recovery; Brave Bird is the most spammable STAB because it murders Mega Lopunny/Pinsir/Gallade/Venusaur and so on. Pick Defog over Spikes if you don't have already a defogger and Whirlwind is useful towards set-up sweepers.

Skarmory is a particularly good teammate because it can switch into Dragon- and Fairy-types, both of which can be difficult for Raikou to handle, and provide Spikes support to help Raikou break past its checks.
Not only this, but this bird allows you to have a blanket check to a good number of pokemons and a solid pair to begin with.

Sub-CM Raikou has plenty of checks in OU, but a few that stand out to me are Sand Rush Excadrill, Mega Charizard X, Substitute Kyurem-Black, and CM+Reflect Type Mega Latias. Raikou teams need to account for these threats if they want Raikou to be anything but a liability, because they all set up on it more or less. Slowbro is a competent check to all three of these, clicking Scald against Excadrill and Thunder Wave against Mega Charizard X. It can't reliably break Kyurem-Black's Substitutes, but with a physically defensive spread, it's able to take a few of KyuB's few Fusion Bolts and force it out. It can't really take Mega Latias down, but it can smash that mf TWave while resisting Stored Power at least.

Additionally, Slowbro draws in Grass- and Dragon-types that also want to check Raikou, which loves setting up on burnt physical attackers and paralyzed foes of all stripes. Slowbro's also anathema to Ground-types not named Gastrodon. Meanwhile, Raikou is a good switch-in to the Electric-types that threaten Slowbro.

Raikou and Talonflame partner really nicely together. A lot of Talonflame's checks and counters include bulky Waters and Electrics, which Raikou excels at beating. In return, Talonflame checks Grasses, is immune to Ground, and sets ups/threatens numerous special walls that wall Raikou, such as Chansey. It can also revenge kill threatening physical attackers, like Weavile, that scare Raikou due to its sub-par physical defense. Another trait that Talonflame has that makes this set in particular a nice partner for Raikou is its ability to wear down/cripple some of their shared checks by luring them in and burning them with Will-O-Wisp. Many mons, especially Grounds/Rocks such as Landorus-T, T-Tar, Hippo, Quags etc. that would normally be good checks to these two, despise being burned as it lowers their attack, takes away their health overtime, and makes them easier to wear down as walls. It wears them down to the point where they can't take attacks from the two of them anymore (especially HP Ice from Raikou).

On offense, Terrakion is liable to get revenged by Mega Scizor, Azumarill, Lando-T, Scarf Tyranitar, Scarf Jirachi, Breloom, and Mega Metagross, plus some others. There's a reason it's not OU proper, y'know?

Mega Charizard X switches in on Mega Scizor, Jirachi, Breloom, and Mega Metagross (lacking Zen Headbutt, such as boltbeam sets) and forces them out.
Azumarill, Lando-T, and and Tyranitar will probably switch into Mega Charizard X to check it, but they're subject to getting burnt on the switch. They'll have trouble revenge-killing Terrakion after that.
They have a mutual switch-in in Slowbro, which has a lot harder time walling Terrakion when it's burnt.

Zard is always going to be wanting some form of hazard removal on its teams, and Skarmory has excellent defensive synergy with it. Zard X is able to effectively pivot into numerous Pokemon that threaten Skarmory, including Fire-types such as Zard-Y, and Volcarona, and Electrics like Thundurus, and Mega Manectric. In Return, Skarmory is able to take on numerous common Dragon-types like the Lati Twins, and switch into threatening Ground attacks. It can also easily threatening things like Mega Diancie, who can also threaten Zard X quite easily.

In a balanced team including WoW Charizard-X, a basic CM Slowking is a great addition due to the amount of pokemon it can check (on the SpD side i.e. Keldeo) with the additional WoW support provided by the Fire-type pokemon, thus making the set-up easier. The defensive synergy is also nice, despite being usually overshadowed by Slowbro.

Its decent defensive typing also allows it to switch into many other Pokemon such as Keldeo and Latios with ease, making it a very good blanket check to special attackers in general (including Grass Knot Mega Metagross).

Tangrowth is a nice 'mon to use alongside Zard X in general for it's ability to come in on faster grounds and deal with sand nicely. In addition, fire+grass is a generally nice combination. Double powder Tangrowth is a nice set in general on teams which struggle with speed control, and it also capitalises on the fact that Zard lacks DD by allowing it to slow down stuff which doesn't mind that much about wisp, such as Latios, Alakazam and a few other things. On the flipside, Leech Seed can be used to help out Zard's longevity. Due to the lack of Leftovers it may often find itself struggling due to an overreliance on Roost, which is further compounded by it's Stealth Rock weakness. Leech Seed eases this nicely by not only healing off some of the SR damage if it comes in on something that comes in on Tang but by also acting as a temporary substitute for Leftovers which also helps with cheesing past some Pokémon between Wisp and Leech Seed damage.

Latias provides a great support to Bulky Zard for many reasons. First of all, Latias can absorb the Common Earthquake that Charizard hates taking. Latias also possesses Defog, which is crucial when using Charizard, since you don't want to take 49% of damage everytime you throw your Charizard. She also is capable of bringing Charizard Full health when needed with Healing Wish. Latias is also capable of hitting things like Keldeo, Dragonite, Other LatiBrothers. Latias appreciates the Will'O Wisp Support, Making pokemon Like Pursuit Trappers (Specially Bisharp and Weavile) thinking 2 times before putting these Mons in front of you.

Screech Dugtrio traps Heatran (sometimes runs Protect or Roar, sets rocks), non-Scarf Jirachi (Wish sets run Protect), Mega Diancie (Protect + Moonblast), Magnezone (eats Fly all day, Specs Flash Cannon breaks subs), Garchomp (Chomp passively breaks Dnite's Multiscale, then wrecks it with DClaw or pressures with DTail), Excadrill (Sand Rush usually breaks even Multiscale subs with Iron Head, while Mold Breaker just doesn't care), Tyranitar (the band set always breaks subs with Crunch), Ferrothorn (can click Protect on Fly, Gyro Ball breaks subs) Clefable (Unaware switches in whenever it wants, Protect + Moonblast gg), and probably some other stuff I'm forgetting, for Dragonite.

It doesn't net KOs on all of them necessarily, but it will definitely take a chunk out of stuff like Garchomp and Clefable and leave them at -2 Defense for whatever you have in the wings. Just give it hazards and a way to get in (volt/turn/pass, or as I saw one creative user do, an Eject Button user) and it will remove 1-2 roadblocks for Dragonite.

Mega Metagross simply lures in Pokemon like Landorus-T, Rotom-W, Ferrothorn and Slowbro, which makes it very easy for Dragonite to set up Substitutes or Dragon Dances. Meanwhile, Mega Metagross can help out against Clefable, Tornadus-T, Mega Diancie, Lati@s and Weavile ( Bullet Punch ).

Keldeo Is great partner to Dragonite. It gives to Dragonite a Safety switch to the Infamous Bisharp and Weavile, And i think i don't need to explain what Stab-Ice moves do to our Cute Dragon. Keldeo also Bursts any Rock and Steel type who resists Fly. I think there isn't much to explain.
