Moonblast serves as Primarina's strongest attack along with hitting would be Water resists like Hydrapple and Kyurem. Flip Turn gives Primarina a solid pivoting tool to switch out on threats it cannot handle such as Alolan Muk, Articuno, and Hisuian Goodra. Finally Psychic Noise allows for Primarina to hit Poison-types like Amoonguss, Toxapex, and Okidogi super effectively and deny their healing crippling them. The EV spread used allows for Primarina to get the jump on threatens like Adamant Kingambit and Azumaril.(add about the second ev spread, its faster than Corv, but now never falters vs stronger attacks like Specs Luster Purge of Latios or Flutter Man)

Similarly, Primarina can run Psychic Noise with Liquid Voice which can block the healing of Dark-types like Alolan Muk but restricts its coverage and allows Water Absorb Clodsire to wall it. gives up coverage along with making Primarina unable to touch Water Absorb Clodsire.
