Yesss Zebraiken ILU! Updated. Looks like all we need are egg moves and Ninetales. I'm assuming much of the TMs will be the same and Ninetales's level up movepool will probably be extremely shallow thanks to it being a stone evolution.

Captivate is a level-up move for Vulpix, but Serebii now has it listed as an egg move as well. Someone should probably confirm it anyway.

Zebraiken, Ember most likely is not a level-up move for Ninetales. It was probably an egg move for Vulpix; egg moves show up in relearner. Relearnering a wild Ninetales shows no Ember anywhere in its learnset (this appears to be a change from earlier gens, where it was a relearner move).

there was some dispute about move relearner moves for Ninetales. When I took it (freshly caught at lvl 30 from a safari), it knew Flamethrower / Quick Attack / Confuse Ray / Safeguard in that order. Move Relearner had Nasty Plot and Imprison.

Leveled it up to 55 from 30, it learned nothing in that span.

I bred a Captivate Woobat with a Vulpix that did not have Captivate, and the Vulpix hatched with Captivate. Looks like this one's an egg move then! Feint Attack also remains an egg move from itself.

I *think* this is the last of the new reported egg moves from Serebii/Bulbapedia that are testable before Pokebank comes out! :)
 
Probably either by the Battle Maison/Institute having them or just a guess they haven't checked.
I'm pretty sure they're just guesses, because Serebii said they were in a 'testing database' and he forgot to remove them before putting them on the site. Every time he's been asked about a currently impossible to breed move, he's removed them, but there's still a few left on the Kalos Pokemon pages mostly.

Used a Fire Stone on a Level 1 Vulpix with only Ember. The following are Lv. 1 moves for Ninetales that it tried to learn immediately upon evolution and should be listed as such:

Lv. 1 - Flamethrower
Lv. 1 - Quick Attack
Lv. 1 - Confuse Ray
Lv. 1 - Safeguard

IDK what Zarel is trying to drive at, but Ember is the sole Lv. 1 move for Vulpix upon hatching.
