Whoops, I guess I should stop spending hours trying to sub-3 the Tyranitar fight then, and actually get a move on with the game.

that gives tyranitar the following boosts

def +40
spdef +20
speed +10

note: those stats are assuming even stat boosts, but as far as we know they might differ a bit (+-2 for lv 50 and more for lower levels) thats also true for all calculations up to this point unless we have lv 100 stats or verification by calculating for different level

here a shortcut for upcoming calculation with stats from mega and regular pokemon

(stat of mega - stat of non mega)*100/(2*level)

high accuracy if you use the non nature affected stats

At level 40 my Slurpuff has 122 HP / 72 Atk / 75 Def / 89 SpA / 69 SpD / 70 Spe with a Hasty Nature. It has minimal Def, Spe, and Atk EVs (I recently reset the EVs and didn't purposefully put any of those in but there are probably ~10) and ~30-40 SpA and HP EVs as well as ~12 SpD EVs. In terms of moves it can learn Surf, Thunderbolt, Confide, Attract, Flash, and Thief via TM/HM and Energy Ball, Draining Kiss, Aromatherapy, Endeavor, Fake Tears, Round, and Fairy Wind by level up.

EDIT: It also learns Cotton Spore and Cotton Guard by level up.

EDIT 2: I tried to do calcs and came up with 80 / 75 / 90 / 95 / 70 / 65.

I am new here, but I figured I would try to assist with the starter stat data. I have been using the EV training to find the exact IV possibilities and have finished Frockie with error of, at most, a single IV.

His base stats are:

HP: 40-41 (Evidence: 19 grew to 20 on level 6, meaning it was below 19.2, it had to be 19 or 19.1 which indicates a base of 40 or 41, also never 18 on 5.)
Attack: 55-56 (Evidence: Has reached 12 attack base on 5, meaning at least 55. EV Training on one with 10 attack on 5 indicated .35 points required to get to 11, meaning either 55 or 56 base.)
Defense: 40-41 (Same evidence as HP with 9->9 on 6, never 8 base without personality hindering.)
Special Attack: 61-62 (Evidence: Never below 11. One EV training indicated .4 points needed to hit 13. This indicates 12.65 should be reachable, 61 is lowest base. Plenty of tests never showed any higher than this, and I did a test on an 11 indicating it could be as low as 11.2)
Special Defense: 43-44 (10 grew to 12 while leveling from 5 to 6. Indicating at least 10.85, so base could be 43 or 44. Never 11 base on 5.)
Speed: 70-71 (None of my EV tests ever indicated 71, but also the one time I did get to test, it was skewed to the point where it could've been 70 or 71. Speed is never below 12 on 5, indicating at least base 70)
I am starting the other starters now.
 
Yes, but you can use the EVs to isolate the exact IV. Each level 1 stat raising thing increases the EV by 4, which increases the stat by .05 on 5. That jumps exactly the equivalent of 1 IV up. Therefore, if you keep track, you can find the exact amount of IVs in the stat. Given that we know the range is 31, we can find the exact lowest value or close to it.

I am a math person, so I just math my way through things.
 
Base stats is the "IV 0" value. 40 Base stats for HP, for example means, the lowest HP you can have is 19 on level 5. Therefore, the spread would be 19-20.55 because the value of 31 IV on 5 is 5/100 times 31. I hope this makes some sense?
For example, suppose you knew the exact decimals of your Frockie at something like 20.25, 11.75, 10.1, 12.45, 9.7, 13.4 taking the low base value.
20.25 HP is 19 + 1.25, 1.25 is 25*.05, so your HP IV is 25.
11.75 Attack on 55 base is 10.5(lowest value) + 1.25, ATK IV is 25.
10.1 Defense on 40 base is 9 + 1.1, DEF IV is 22
12.45 SPATK is 61 base (11.1) + 1.35 SPA IV is 27
9.7 SPDF is 43 base (9.3) +.4 SPD IV would be 8
13.4 SPEED is 70 base (12) + 1.4 SPEED IV is 28
You can use the base to find what your IV, statrange is. On 5, it is really easy. Just take the Base, divide by 10, and add 5 to find the lowest value it can be, or the value of IV 0 stats. Just add .05 stat per IV from there.
 
A quick Ctrl + F of this thread didn't reveal anything, so I'll go ahead and post this. Forgive me if this is duplicate information.

Theif and Covet have been boosted to 60 Base Power. I can provide visual confirmation if needed, but given how both are attacks encountered very early on, that seems somewhat uneeded.
 
Espurr can learn Confusion, Psybeam, Fake Out, and Light Screen. Since it evolves through level-up, I'm guessing that it can learn them as well. Just noting.
