@ Above, Hearcross wouldn't get the chance to perform in UU, it's be banned to the no-mans land of BL before it demolishes the entire teir.
Anyway, here's my observations:
At the Top:
Heatran as #1 surprised me, actually, especially Scarftran useage dripping. Salamance wasn't countered by Scarftran, unless it had Dragon Pulse, and Starmie destroys it without a scarf.
Scizor is obviously going to fall, it revenge killed Salamance.
Gyarados I'm shocked he hasn't risen more. He's the sole user of Intimidate in OU, after all. That said, maybe it's Starmie's fault.
Tyranitar is on the rise. I myself have been using DDtar to great effect in this new metagame, everyone expects Scarftar, so switches their Rotom out, and I DD... and, you get the picture.
Rotom-A has no reason to go anywhere.
Starmie riseing is logical. Without Salamance to blow holes in teams and clean up, LO Starmie becomes one of the best cleaners in the game. Blissey takes about 20% from Hydro Pump, just to show how it dents everything. Starmie also counters most of the sweepers, Infernape, Gyarados, Scizor...
In the Danger-Zone [Around 48, as there are currently 48 OU's]
Shaymin seems like she'll be rising to OU
Heracross is above 48th, so I think he's actually safe.
Porygon-Z may see a return to OU
Uxie, at 50, might just see enough to go to OU.
In general, the danger zone is filled with BL's, so it dosen't really matter. Seems like Umbreon has decided to stay this time though. I have no clue why... what does it actually accomplish?
Rection on Regirock and Slowking possibly dropping.
Project NU is currently doing it's own suspect tests, so it's highly likly that the broken Fire types and Espeon will be leaving the teir to go into the unofficial BL2. This means Slowking, who was borderline broken before, will probobly be broken now. Regirock, especially in the sand, fails to be OHKO'ed even by Choice Band Hitmonchan's CC, and I forsee it being banned under defense, I mean, both of these pokemon are capable of walling at least 70% of the metagame [And about 95% of the teir]
