Possibly dumb question here, but what's the reasoning behind not giving analyses to the Pokemon on the "No Analyses" list? Is it that they aren't expected to stay in OU as soon as the Bank opens up?

There is no reason to give unviable Pokemon analyses, so no.

And about trying new movesets, the best way to do that, is obviously to play on Pokemon Showdown. With a few exceptions though, you can assume that every analysis thread here that is at least 2/3 QC already covers most viable things.
