2. Double Hit/Double Kick/Dual Chop/Gear Grind/Twineedle by Gojiratar - 50 BP, 90% Acc, 16 PP, Normal/Fighting/Dragon/Steel/Bug, Hits twice (Z-Moves: 100 BP of their respective types (note, this actually nerfs the power of Z-Gear Grind))

2. Graduation Scale by AquaticPanic - If holder is a Wishiwashi, it becomes School Form and will not change back. It's ability becomes Intimidate rather than Schooling. Water moves are boosted by a 1.2x factor (30 BP Fling)
2. Mimic Orb by Yoshiblaze - When held, the first move that the holder is targeted with gets added to this Pokemon's moveset until switched out. Displays the same message as Mimic does when activated. (30 BP Fling)

With that, the distribution phase can begin! And with this distribution, in order to not clog up the thread, we'll try something new by discussion distribution in the Discord! Over the next couple days, in the channel #distribution_discussion, you all can discuss what should get the winning the moves and abilities. Hopefully this will allow for more in-depth discussion and opinion sharing and will also hopefully speed up this phase as it always takes forever. Discussion can still occur here on the forums, but it's not as urged as the Discord.

Link to the Discord if you're not in it already: https://discord.gg/hr9gDD3

Oh, and one more thing: Since he's contributed a lot by counting votes (which is tedious, believe me) and because I need all the help I can get (especially with Ludi's PC getting repaired, taking him out of commission for a little bit), I am appointing AquaticPanic to the council (assuming he accepts the position)!

Why, sure! I'll be accepting it!

Quick question about the new weather: What do we do with Forecast? Should the new type of the mon with Forecast be Ghost or Dark?

While distribution discussion is focused on the Discord, I believe we can still discuss the meta here. So, I've made a list of things that I think will be relevant. A kind of Viability Ranking prediction, if you will. It's also my first time doing so, so some help is appreciated. Also, keep in mind that this is all just a big Theorymon on what the meta will be like, so take it with a grain of salt:

S Rank

Stakataka has everything going for it. Trick Room became much more viable, making it outspeed most of the meta. It also had it's type changed to a much better Ghost / Steel, which benefits it by no longer having any 4x weakness, as well as just having a great Defensive Type to go with it's somewhat bulky stats. Ghost also gained a new physical move, Shadow Charge (85 BP, 1.5x power if a foe is switching in), which makes it harder to switch in to. It also benefits from Shadow Sky. All in all, Stakataka is for sure going to be fantastic, and really puts the "S" in S Rank.

A Rank

Scizor was already pretty good in the meta before Sylvemons existed. However, with the Technician boost, it has a lot of options to run: Brick Break for Heatran, boosted U-Turn, or even the disgrace that is Technician Knock Off. It does get a bit hindered by Flame Bullet, but still. A banded Scizor can OHKO Heatran with Brick Break after Stealth Rocks, Knock Off OHKOs Volcarona (If item is removable), Brick Break anihillates Magnezone and Knock Off OHKOs Zapdos after Rocks. In short, less things that used to check it can switch in now.

Trick Room is extremamly relevant in the meta, and Musharna is probably the best setter to focus an entire team around. With a great new Psychic / Fairy type (Being the only setter to not be weak to Dark types), reliable recvery in Moonlight, a STAB pivot move in Teleport and good stats with 116 / 85 / 95 Defenses and not bad 107 Sp. Atk, it is a fantastic mon to build Trick Room teams. It supports the team with Time Warp, and with just 29 base Speed, it will ususally go first under the TR it sets. Then, it will most likely pivot with Teleport into slow teammates (Which also stops any trapping moves). However, having 107 Sp. Atk also makes it no dead weight either, so if the rest of the team goes down, Musharna can still hold itself up pretty well. In short, Musharna is a great mon to support slow teams with Trick Room.

A- Rank

Since it now gets the boost from Light Ball, and now that Wild Charge has 150 BP, this thing is just a monster. It also has great abilities, pretty fine movepool, an incredible type and now it also cannot have it's Light Ball removed. Page 25 has some calcs and more discussion on it to back this up, so I'll be brief here.

Meloetta-P can now be accessed by the Relic Charm item. It has an almost unresisted STAB combo, as well as the improved Technician, which boost a lot of useful things such as U-Turn, Drain Punch, the Elemental Punches, Knock Off, Quick Attack, Shadow Claw and even some more gimmicky stuff such as Retaliate (Imagine Technician Boosted Retaliate after a mon faints?). It is also quite fast at 128 Speed, and equaly strong 128 Atk. stat, making it rise a lot in viability in the meta.

B Rank

It is not as bulky as Scizor and has a worse type than it, however, hits harder with Eviolith and is much faster. To keep it short, it's something to watch out for due to great Speed, Tech U-Turn / Knock Off and access to Eviolith making it really strong.

Obstinacy makes Lucario obliterate anything on it's way. Due to STAB on Reversal (Hitting roughly 400 BP before STAB if you're at 1% HP), as well as Extreme Speed outprioritizing anything that would want to revenge kill it, Lucario may even be better than I'm putting it here. However, do keep in mind that Obstinacy for Lucario is at a suspect, so it may not be permanent

C Rank

Due to gaining Incinerate (A Fire-Type Knock Off clone), as well as Morning Sun, Zard X got a whole lot better. Incinerate is just a better Flamethrower, and discourages switchin in on it, due to removing items. Morning Sun + Drought is a powerful combo that allows you to recover a lot of HP in a pretty easy way. It can also get some help from Housekeeping, so that it doesn't have to worry about Rocks. Solid upgrade to an already great Mega.

With the base gaining Guard Up, and the mega Knight's Blade, Mega Gallade finds itself in a comfy position in the meta. It can have an easier time setting up due to Guard Up, and has stuff like Knight boosted Psycho Cuts and Night Slashes.

Other relevant stuff I don't know where to put:

More stuff to come later. I accept suggestions on what to add or change on this too.

Is there a complete list of changes that have been voted in somewhere? If so, can we add that to the OP or one of the reserved posts on the first page? I want to be able to see what has already been done before I try to submit anything.

Ability: Hustle
EVs: 252 HP / 252 Atk / 4 SpD

This thing can work as a wallbreaker in TR teams since has the equivalent of a 152 base Atk and Hustle.

another set:

Doublade @ Eviolith
Ability: Guard Up
EVs: 252 HP / 252 Atk / 4 Def
IVs: 0 Spe
Brave Nature
- Swords Dance
- Shadow Sneak
- Gyro Ball

This set leaves me some questions: 1, why the hell are you using Head Smash? It's too damm inaccurate in tamdem with Hustle and it doesn't hit anything relevant for Zweilous and 2, why Dragon Tail? I mean, yeah, it's nice to erase the foe's boosts, but Zweilous is supposed to be a wallbreaker, so it would pprefer any other strong physical Dragon STAB.

Doublade would be better off with Guard Up instead of No Guard. Zweilous also could run Scrappy. Doesn't hit as hard, tho.

More sets, tho a bit less relevant ones:

Linoone @ Silk Scarf (?)
Ability: Obstinacy
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Belly Drum
- Extreme Speed
- Play Rough / Shadow Claw
- Stomping Tantrum

The idea is to switch it in on something that can't damage it (Like, say, Pex), get the Belly Drum up and gain a 50% boost to all your moves, as well as max Atk. Gets stopped by Skarmory, tho, and if a Lele switches in as you Belly Drum up, you're screwed.

+6 252+ Atk Obstinacy Linoone Stomping Tantrum vs. 248 HP / 8 Def Toxapex: 492-580 (162.3 - 191.4%) -- guaranteed OHKO
+6 252+ Atk Silk Scarf Obstinacy Linoone Extreme Speed vs. 244 HP / 252+ Def Eviolite Chansey: 909-1071 (129.4 - 152.5%) -- guaranteed OHKO

+6 252+ Atk Silk Scarf Obstinacy Linoone Extreme Speed vs. 248 HP / 212+ Def Tangrowth: 435-513 (107.9 - 127.2%) -- guaranteed OHKO

+6 252+ Atk Obstinacy Linoone Play Rough vs. 248 HP / 8 Def Sableye-Mega: 702-828 (231.6 - 273.2%) -- guaranteed OHKO

Wishiwashi-School @ Graduation Scale
Ability: Intimidate
EVs: 252 HP / 252 Atk / 4 SpA
Brave Nature
IVs: 0 Spe
- Earthquake
- Aqua Tail
- U-turn
- Ice Beam

Toucannon @ Shell Bell (?)
Ability: Skill Link
EVs: 248 HP / 252 Atk / 8 SpD
Brave Nature
IVs: 0 Spe
- Plume Cannon
- Rock Blast
- Bullet Seed
- U-turn

More TR sweepers

Absol-Mega @ Absolite
Ability: Super Luck
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Swords Dance
- Sucker Punch
- Knock Off
- Play Rough

Can abuse STAB Play Rough better than the other STABs.

Samurott @ Life Orb
Ability: Knight's Blade
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Swords Dance
- Stalwart Sword
- Razor Shell
- Sacred Sword

May be just an excuse to talk about a mon I really like, but Samurott is pretty great now, with dual STAB and being boosted by Knight's Blade

Escavalier @ Assault Vest
Ability: Gurad Up / Knight's Blade
EVs: 248 HP / 252 Atk / 8 SpD
Adamant Nature
- Bug Bite / X-Scissor
- Iron Head
- Knock Off / Bug Bite
- Filler (Fell Stinger, Drill Run, etc)

Escavalier gets a lot better in this meta. Trick Room being set up everywhere, Bug Bite being boosted, better Steel STAB and two great new abilities in Guard Up (Letting it have better bulky stes) and Knight's Blade (Making it hit harder with Blade moves). That's all backed up by a fantastic Bug / Steel type. It would be a lot more relevant if it wasn't by stuff like Scizor overshadowing it and facing competition with Doublade.

Escavalier @ Assault Vest
Ability: Gurad Up / Knight's Blade
EVs: 248 HP / 252 Atk / 8 SpD
Adamant Nature
- Bug Bite / X-Scissor
- Iron Head

I would recommend using Twineedle over X-Scissor as an other option.

And also, Meditate is a bit broken (Specially with Trick Room making the speed drop be more benefitial than anything).

I would recommend using Twineedle over X-Scissor as an other option.
Knight's Blade sets would rather have X-Scissor since that's boosted by the ability, but on Guard Up sets this is a great idea.
