Victini is a real threat especially when partnered with the annoying physical wall, slowbro.
Starting things off, Victini is weak to water, ground, and rock. Slowbro can take all those hits, since rock and ground moves hit neutrally and are usually physical moves, and bro resists water attacks. Slowbro is weak to bug, grass, and electric, and victini takes neutral damage from bug and electric, and resists grass.

Victini is known to be a wallbreaker, but because of its best STAB attack, V-create, it becomes an easy pick for faster mons and resistant mons to hit back once its defense, spdef, and speed are lowered by just attacking once. So it usually switches after 1 v-create, but that is where slowbro is perfect, and how regenerator really shines, allowing slowbro to switchin, cripple with twave, and either slack off the damage or switch out to an offensive mon.

Another great thing to note is because of slowbro's great physical bulk, it makes a lot of opponents force a switch, because they cannot hit bro hard enough, so this makes for a nice double switch when you know your opponent will switch, and u can just go to victini, and attack, or u turn back to another mon to gain even more momentum.

Saying all that, there is a definite weakness here, which is special dark and ghost moves. But a good thing is that slowbro can take a knock off from some mons, and slack off the damage after twaving the opposing threat, and then knock off wont kill because it wont do enough damage after the item has been knocked off.

Gothitelle is amazing at dealing with Victini's common checks and counters because of Shadow Tag, especially with the scarf set because of U-Turn's support
HP ground deals with Heatran
Eball deals with Water/Grounds, like Gastrodon and Swampert, while also hitting Slowbro and Hippowdon for nice damage.
Thunderbolt hits Mandibuzz and Slowbro.
Trick deals with eviolite users while also crippling the aforementioned walls.
Also worth mentioning that Psyshock hits Mega Venusaur super effectivelly, but since that's for a psychic team, it'll probably have no trouble with it, although this specific Victini's set struggles with it a little bit.

Starmie Has imo the best coverage combo in the game in bolt beam while haveing hazard Removal which is essential For a pair with victini. Being able to hit mons that victini doesn't want to deal with like keldeo Dragonite, Garchomp and Terakion which Starmie can deal with them offensively with bolt beam and surf while also being able to absorb Thunder Waves With natural cure

Jirachi can cripple certain threats to Victini such as Diancie and Kyurem-Black. Jirachi also needs a teammate to check Pokemon it cant such as Ferrothorn, Doublade, and Mega Aggron. Choice Scarf Jirachi is used as a revenge killer, and a late game sweeper, since it is able to outspeed and take out certain Pokemon weak to its STAB moves. Thanks to Jirachis typing and overall bulk, it is able to switch-in against Mega Gardevoir, Latios, Togekiss and Cradily, and cripple them with Iron Head. Using Healing Wish is best when in critical positions where Jirachi is useless, and its better off to fully heal a wallbreaker such as Victini.

The best defense is a good offense, and Latias displays this as a great pairing with Scarf-Victini for both defensive and offensive coverage. Rather than the typical Slowbro switch-in for most threats, Latias covers Victini's weaknesses through its great stats, typing, and ability as well as handles hazards that would otherwise cripple your offense. Latias covers huge Victini threats such as Terrakion, Keldeo, Dragonite, Support Chomp, Gastrodon, Swampert, Hippo, etc. Scarf-Victini in turn covers many of Latias' weaknesses as well, out-speeding those pesky <100 scarfs, and being an overall offensive power-house.
 

Hoopa-Unbound @ Leftovers
Ability: Magician
EVs: 172 Atk / 80 SpA / 252 Spe

- Hidden Power [Fire]

Hoopa-Unbound offers a great offensive presence to Victini with its versatile coverage. This set in particular helps Victini completely break down Steel which troubles Psychic. Substitute + Drain Punch beats Bisharp, Hidden Power [Fire] baits in and kills Scizor while Dark Pulse hits Doublade, Skarmory and offers a strong STAB. Hoopa-Unbound also takes down Victini's checks such as Slowbro and Heatran. Choice Banded Victini is a great partner to hit and wallbreak in both ends of the spectrum. Another reason why Hoopa-U is a good partner is the fact that it provides a Dark and Ghost neutrality while Victini is neutral to Bug which Hoopa-U is x4 weak to.

here comes a defensive mesprit. max hp and a lot of defense mean that mesprit can tank the scary physical attacks that victini fears like earthquakes and stone edges, while absolute minimum speed mean that victini won't get hurt by attacks during a slow u-turn. thunder wave slows down extremely fast mons that could potentially outspeed victini, and knock off is for utility, such as to cripple defensive walls that rely on eviolites or anything with a scarf. healing wish is for when mesprit is worn down too much to the point where it's useless to keep it alive and can then sacrifice itself to bring victini back to full health. this is definitely not just a random pokemon

Mega Gardevoir makes a great partner for Victini, as it is an amazing wallbreaker. Like Victini has the ability to threaten Bug and Steel (both of which Psychic does not like to vs), Gardevoir can severely threaten Dark, with its only viable check to it being Hoopa-U (if Choice Scarfed, however). Hyper Voice is the main STAB, further powered by Pixilate giving it a 1.3x power boost, on top of the 1.5x same-type boost. Psyshock is the secondary, being affected by the Physical Defense stat rather than the Special. Focus Blast is to hit Steel, primarily Heatran and Bisharp. Substitute is a way to envade Sucker Punch, while also giving it a safety blanket to incoming attacks, making it that much more annoying to take out. I feel personally this is the best partner to Victini overall.
