OU's: -3 Points
BL's: -2 Points
UU's: -1 Point
NFE's : +1

Note: Pikachu, Cubone, Clamperl, Trapinch, Vigoroth, Hippopotas and Snover will cost one point regardless of held item.
Phione, Scyther and Porygon2 are not considered NFE.

You cannot purchase NFEs after round 1.

jolteon and ninjask are considered BL? I always assumed they have been OU since the beginning of D/P, but then again i have not been keeping track of the tier lists of smogon.

Ninjask is BL for sure. Not sure about jolteon though.

Actually, both Jolteon and Ninjask are OU. Ninjask was once BL, but then he became OU again shortly after Garchomp's ban. The only ones I'm not sure of are the Rotom forms. Separately, s, c and f are BL, but if the Rotom forms are counted as one, then those 3 are OU.

I'm really sorry to say this, but I really don't have the time for this tournament at the moment. I am very sorry that I did not forsee this when I signed up, I am really sorry to mess you around like this Olie / Articanus. I'm spending all of the spare time I have to battle playing new UU, as I am determined to really understand it to make informed descisions on the possible suspects. This time doesn't amount to much in the first place, as I have to balance it with an school examinations and Team Rating responsibilities means I don't really have the time. Again, I'm sorry.
